I can't replicate your problem, sorry. Your test file is correctly detected as 
a tar file for me:

$ java -jar tika-app/target/tika-app-1.3-SNAPSHOT.jar --detect /tmp/test.tar 
application/x-tar

Is there something else needed to trigger the issue?
