I've had a go at the parser for the "fallback along list on failure" in
r1658449, along with a unit test to show how it might work.
Lots of questions in there that we need to resolve, before we can do the other
strategies, before we can provide config to trigger them!
Hopefully seeing some code will help with these questions, and the content
handler ones above...
