All dependencies should always come from first local maven cache e.g.
~/.m2, then snapshots present within repository.apache.org. This is a
development build and upon a stable build we should be pushing artifacts to
our snapshots repository so the behavior is correct.

I think an issue here is with the reliance upon SF for effectively
downloading the language additions required for the entire TIKA package.

It looks like Tim's suggestion is bang on with correct scope for
definitions. All of this stuff can also be gleaned from Any23 setup.
