After poking around a bit, my vote would be to (a) move the test resources to 
their respective modules, and (b) move the test code back into tika-core. I 
don't see a lot of benefit from having a separate test-resources module, and 
the oddity of having test files outside of the modules, the unpacking of this 
artifact, etc. feels like enough of a minus to warrant the effort to segment 
resources.
