As soon as the next version of POI is released, I'll upgrade Tika with the
modifications. At that time, you can then pull a nightly build of Tika, and
you'll be good to go.
I don't control the release schedule of either project...that's a community
decision. So, I have no idea when we'll release Tika 1.13.
There's interest from the Solr community in Tika 1.13 because of a fix in
PDFBox (PDFBOX-3155/TIKA-1830) that is important for Solr.
