We recently added Tilman Hausherr as a committer/PMC to Tika. He has
appropriate write access to the code base, but he's not able to close
tickets or attach files to our JIRA. I've confirmed that he's logged into
the JIRA with his Apache credentials.
Is this user error on my part or is this something I need to open a
ticket for?
