This looks like broken HTML. Which we would like to identify correctly, but not
without more justification as to frequency.
The fundamental issue is that we try to quickly scan text at the beginning of a
file to determine its type, but you can often construct a document that won't
match properly. E.g. for your case above, what if there was a different HTML
tag before the beginning {{<html>}}, which was arbitrarily long?
