Ha. Looks like jdk11 didn't respect
\{{factory.setExpandEntityReferences(false);}} and backed off to the "max
expansions=20".
I made the same fix in main and branch_3x even though this should only happen
in jdk11 (branch_3x) just so that the unit tests would be the same in both
branches.
