Summary: Release a minimal 3.2.3

We should get a fix our for TIKA-4482 as soon as possible. On the dev list[1],
I proposed forking the 3.2.2 tag and making the following mods:
* Fix for TIKA-4482
* Enable backcompat for compress versions < 1.28.0
* General dependency updates
This release would not include the larger 3.3.x changes.
I created a {{branch_3_2x}} for this release, and I've kicked off the
regression tests.
Please let me know if there are other proposals, objections, recommendations.
