We have a not-great mixing of concerns in tika-parsers-standard-package in 3.x
and 4.x w.r.t osgi. We can easily fix this for 4.x.
Step 1 is this ticket: move the activator out of tika-parsers-standard-package
into tika-bundle-standard. Make tika-parsers-standard-package pom only.
Step 2 is where we're heading on TIKA-4700, which puts most of the work on the
mediator.
