Currently `ProcessUtils.execute` starts and then immediately kills a
subprocess, even if the granted timeout is <= `0`. `TikaHttpClient` has a
similar scenario and handles that fast-path failure scenario explicitly, so a
similar mechanism is added to `ProcessUtils.execute`.
