In the {{apply()}} method of {{VertexProgramStrategy}} there is a hardcoded
check for {{RemoteStrategy}}. That hardcoding gives {{VertexProgramStrategy}} a
bit more knowledge about other strategies than it should have. Would be better
to generalize that in some way.
