I changed the Fix Version to 3.1.6 since i noticed the PR was targeted at tp31.
We only assign one Fix Version as (so far) all fixes bubble up to the higher
versions and they all tend to release at one time. So what is fixed for 3.1.6
is fixed for 3.2.4 and 3.3.0. Release documentation reinforces that hierarchy
and links appropriately between the versions.
