6. Settle LICENSE/NOTICE once and for all.

Given feedback from the incubator-general mailing list on the release vote:

Could mentors please offer guidance on this advice?  If what we have is
"wrong"? If so, then I'm not clear on exactly what the "fix" is and would
like specifics?  Anyone feel like offering a pull request on
LICENSE/NOTICE? :)

7. Settle Neo4 packaging - we never received mentor feedback on whether or
not this approach to Neo4j inclusion was ok with Apache or if we needed to
