changes %JAVA_OPTS% to $JAVA_OPTS in bin/catalina.sh
The windows style variable %JAVA_OPTS% is used in bin/catalina.sh instead of
$JAVA_OPTS
Same patch can be applied to http://svn.apache.org/repos/asf/tomcat/trunk ,
