It's an extension of linux virtual server not existing in a standard kernel.

No that's something different, responsible for FIN_WAIT2 and not for
TIME_WAIT. I'm still pretty sure, TIME_WAIT interval is (unfortunately)
not tunable on standard 2.6 kernel.
