catalina script was changed and has new lines:
>set "JDK_JAVA_OPTIONS=%JDK_JAVA_OPTIONS%
>--add-opens=java.base/java.util=ALL-UNNAMED"
>set "JDK_JAVA_OPTIONS=%JDK_JAVA_OPTIONS%
>--add-opens=java.base/java.util.concurrent=ALL-UNNAMED"
These are missing in service.bat ( --JvmOptions9 )
