Clean install of:
- Windows 2016 Server (desktop experience)
- Apply all updates
- Java 21 (OpenJDK)
- Tomcat 10.1.3 (windows x64 zip)
Set JAVA_HOME
%CATALINA_HOME%\bin\service.bat install
Use tomcat10w.exe to start service
Tomvcat starts without error.
