.../java/org/apache/tomcat/util/scan/LocalStrings_de.properties
It says there:
jarScan.classloaderFail=Fehler beim Scannen von [{0}] aus der Classloader

But should be:
jarScan.classloaderFail=Fehler beim Scannen von [{0}] aus der Classloader

Maybe you could fix this in upcoming releases.
