In Windows PowerShell, it requires to give an explicit path when running startup scripts. Something like (.\startup.bat), Otherwise it might not work. The thing with the 404 response at the root URL. It does not really mean that Tomcat startup failed or anything. Instead, it just shows no root web application got deployed.
