Symptoms:

springSecurityFilterChain failed to initialize
NoClassDefFoundError: org/osgi/framework/FrameworkUtil
Log4j PropertiesUtil initialization failure
Resolution:
Replace jakartaee-migration-1.0.10-shaded.jar with
jakartaee-migration-1.0.9-shaded.jar from Tomcat 10.1.46 installation.
Result:
Application deployed and started normally.
