The OpenSSL 1.1.1 support was removed in the same release that also fixed 3 CVEs. The reasoning to remove it was that Ubuntu and Debian don't need it any more and that there was an accidental breakage of that support in 1.3.8. In this pull request, I am thus fixing accidental breakage of OpenSSL 1.1.1 support in 1.3.8 when calling SSLContext.setSessionTicketKeys and bringing back the OpenSSL 1.1.1 support.
