NSIS 3.13 was released two days ago. Release notes are pretty short:

Build System
TARGET_ARCH is used as the default makensis target
(patch #314, bug #1294)
Do we want to already update the version/hash build.properties.default?
I can do it, but I wanted to check here, because it influences the RM
build environment.
