1. I can't reproduce this on a clean installation.
2. Only you have reported the problem.
3. We don't apply patches, regardless of size or impact, to work around issues
that do not appear to be bugs that only one user has with their environment.

Generally, we are very reluctant to apply patches that work around issues in
other components, like the OS. It does happen occasionally for browser bugs but
even then only for issues that impact a large number of users.

If you can provide steps to reproduce this on a clean OS install, with the
Tomcat scripts or just a couple of batch files, then I am happy to look at this
further.
