After a long discussion on the users the list [1], the question was asked: "Is this feature required?"
Diving back into the archives, it appears it was introduced in 3.1.1 as a backwards compatibility option for Windows users after Tomcat was made case sensitive on that platform. [2] I think we have kept the backwards compatibility option for long enough. Given the security implications I'd like to deprecate it for Tomcat 6 and remove it for Tomcat 7. Thoughts?
