- spec, because it changes the meaning of omitting the metadata-complete
- attribute.
- markt: conf/web.xml exists to set defaults for all application web.xml
- files. This includes meta-data complete. The spec does not define
- how global defaults should be set so whatever implementation is
- selected can't be a breach of the spec.
