carries the 1.1.16 version in the windows binary builds
(only when you check the .dll version itself)
It's a minor issue already fixed in the SVN, so
before releasing new Tomcat I'd like we have the
native release clean.
I'll make a tag and fixed binaries by tomorrow.

Should we update the recommended version in AprLifecycleListener to 19?
At the moment we have recommended=17 and required=17.
