After adding “;stopped=node1,node2” to uriworkermap.properties, Apache behaves
as expected – both node1 and node2 stopped getting requests.  However, on the
JkStatus page, both node1 and node2 still show up as “ACT=Active” instead of
“STP=Stopped”.  The number of Bad/Stopped workers is 0 instead of 2.
