It is. Files for redistribution do not have to contain ASL header. See:
http://apache.org/legal/src-headers.html#faq-exceptions

Further more it has 'Licensing' section so no need to duplicate
the content.

Note for example that RUNNING.txt, BUILDING.txt and RELEASE-NOTES
files in Tomcat proper have the ASL header. It does not make them less
readable.


IMHO it does make them harder to read and especially if you try
to run some markup over them. However since both RUNNING and BUILDING are 
actually
documentation files they should have the ASL header.
For RELEASE-NOTES not sure, since this info is not something
'creative' but rather pure statistical data.
