The version of JUnit is specified in both build.properties.default (3.8.2) and
build.xml (3.8).
These use slighty different versions; both are very old.
Surely the JUnit version should only be specified in one place, and should be
rather more recent?
Tomcat trunk requires a minimum of JUnit 4.11.
