Sometimes things can just not move quick enough for a release, and your project depends on a required fix. The current TomEE SNAPSHOT state can always be checked here: http://ci.apache.org/builders/tomee-trunk-ubuntu.

Often the issue may lay in the sources of third party libraries. There is nothing to stop you obtaining libraries or building third party sources and integrating them into the TomEE pom. If running 'mvn clean install' passes all tests then you can be reasonably sure that the build is stable with your updated library.

You could also maintain your own local repository of stable snapshots (Using something like Nexus or Artifactory) and deploy to it using the -DaltDeploymentRepository parameter:

mvn -DaltDeploymentRepository=libs-snapshot-local::default::http://mylocalrepo:8081/repo/libs-snapshot-local -Dassemble clean deploy
