This is not the Apache way. If it's not the case on Apache JCS it's another
point.
After many years involved in this community especially I don't see anyone
including any PMC preventing any release to occur or even start.

Any committers willing to release, can do it, and I'm more than convince
that current PMCs would be more than happy to help.
