Looks like it does only impacts the artifacts on dist.a.o Can confirm, that the ZIPs on dist.a.o are broken
However, the ZIPs via Maven https://repository.apache.org/content/repositories/orgapachetomee-1188/org/apache/tomee/apache-tomee/8.0.9/ look good to me.
