Summary: Include list of dependencies with minimum version numbers

The top-level README.md should include the list of dependencies that must be
installed before one can build by issuing _make dev_ or _make release_ or _make
jupyter_ commands. As far as I can see, the following must be installed on your
machine to be able to build Apache Toree successfully:
* JDK 1.8
* Docker 17.03
* Anaconda 4.3
* sbt 0.13
* Scala 2.11
* Spark 2.2.0
The aforementioned list must be verified/confirmed before updating the
top-level README.md.
