I'm not sure about the data loss thing. Almost feels like a different
conversation, however, very related. And though I love the idea of  pinning
TC=TOAPI versions to each other, they probably don't need to be so I'd
suggest something like this:

TC 4.0
TO API v1 <-- changes were made but NO breaking changes were introduced

TC 4.1
TO API v1 <-- changes were made but NO breaking changes were introduced

TC 5.0 (this could have been 4.2 but the api version change warranted a
major bump)
TO API v2 <-- BREAKING changes were introduced to the api. v2 is introduced
and v1 is deprecated but still supported.

TC 6.0
TO API v2 <-- changes were made but NO breaking changes were introduced. v1
support is removed as it is 2 TC major release old. only v2 is supported at
this point.
