I've submitted a draft PR ( https://github.com/apache/trafficcontrol/pull/3708) to solicit some feedback regarding the addition of an Issue Template for the TC repo.
Let me know if you support/oppose such a template and if you have feedback, you can probably just add it to the PR directly. IMO, this issue template would help us capture better information regarding our outstanding issues which would help us categorize, prioritize, assign, estimate and ultimately, resolve outstanding issues more efficiently.
