Tested apache-trafficcontrol-4.1.1.tar.gz:
• checksum and signature are good
• weasel reports nothing
• RPMs build, docs build, source tars
• In CDN-in-a-Box:
  - Traffic Monitor correctly reports cache health
  - Verified that the demo1 HTTP delivery service works
  - ORT picks up changed parameters
  - Traffic Ops API tests pass
  - Traffic Router unit tests (not run against CiaB), integration tests,
and external tests pass
  - Traffic Portal UI tests pass
