-1 because querying Servers by Delivery Service ID can return Servers not
included in the Delivery Service's Topology's Cache Groups (
https://github.com/apache/trafficcontrol/issues/5439 ).

I have submitted https://github.com/apache/trafficcontrol/pull/5441 to fix
this issue.
