Tested TM against both this release TO and 4.1, both came up and appeared
to work without issue.

Tested ORT with this release TO, config appears correct, ATS loads config
successfully. Tested with TO 4.1, also generates and appears correct.

Notably, TM and ORT do *not* work with TO 4.0. We really need to fix that,
and I believe the next release will. But I don't believe this release broke
it, so I won't -1 for it.

It would be a good idea to add it to the release notes though, that you
must upgrade to 4.1 before upgrading to 5.0. Otherwise, people who try to
go from 4.0 to 5.0 may bring down their CDN during the upgrade.
