2. Due to Go's interpretation of semantic versioning, we will need to
change the ATC package path to github.com/apache/trafficcontrol/v6 in order
for ATC 6 godocs to show up, which will never replace ATC 5 non-module
godocs
- "fixing" this would require huge overhauls to the repository on every
major revision
- this notably isn't the same issue as the old licensing issue that caused
an unsupported version to be marked as latest
- we'll try to work with the Go developers to see how this can be done more
easily
