"HTTP error 500 Internal Server Error" means the server had an error.
There's an issue with the Traffic Ops server, not the client (t3c). Can you
look at the Traffic Ops log? The error that produced the 500 should be in
the log.

Since you're hitting an sslkeys endpoint, the most likely cause is the
Secure Database "Vault" (Riak or Postgres, depending on your config and ATC
version) not being configured correctly. But the Traffic Ops log should
tell you for sure.
