Consider discussing: - As of this last Monday, Apache Infra has turned off GitHub Actions from automatically running for a project's past contributors because they're concerned that someone will hijack one of those contributors' accounts < https://infra.apache.org/github-actions-policy.html>. Do we want to file an exception like <https://issues.apache.org/jira/browse/INFRA-24200>?
