I’m going to call this vote passed since we got 2 +1s and no -1s. 

However, we need to roll in some feedback the IPMC gave from the 1.8 release 
and update some docs, so I’m not going to take this RC to the IPMC yet. 

I’m planning to roll a new RC5 tomorrow with some update file names and 
licensing. Hopefully that vote can be wrapped up and to the IPMC by Monday. 

If there are any last minute changes that should go into RC5, please get them 
to me tonight!
