We just need permission to do the release from anyone at Yahoo! with signature
authority. Trademark, by its very nature, is an absolute monopoly on use of
the name in that category.
For an incubator release, this permission can be as simple as an email message
to the dev list saying that Yahoo! wants the ASF to distribute the software as
Apache Traffic Server.
The graduation requirement is that Yahoo! transfer the authority to make that
decision to the ASF.
