This looks pretty good. I had a couple of comments ...
- EventNotify::timedwait() should take a relative timeout, since this
is almost always what you want to use. Since timedwait() is not currently used,
consider removing it.
- You should also remove EventNotify::m_name, since that's never used
or even set.
- EventNotify.h needs header #include guards.
