Cleaning up branches

Hi all,

I'd like to nuke the following branches from our git repo:

        dev
        devrel/3.1.3
        devrel/3.1.4
        devrel/3.3.0
        ipv6
        TS-1728
        jpeach/lua
        wccp
        

Unless there are any objections here, I will nuke these in 72h from now. If you 
have objections, please indicate which branch(es) you wish to preserve.
