How would this prevent a DDOS attack if clients established a bunch of
connections and then made requests up to the max number of streams per
connection (100)? I think it would be better to dynamically adjust the max
stream when a new stream is created.
This is better then nothing, which we have now, so I am OK with it. :+1:
