Neither. The groups that are defined for us are: Administrators, ASF Members, Committers, Contributors, Developers, PMC, Service Desk Customers, Service Desk Team and Users.
There's no default group assignment. We've made a practice of adding new contributors to the Contributors group and when one becomes a Committer we've been adding that person to the Committer (earlier) or Administrator (later) group.
