Hi Carol, It depends on what the policy of this project is. Some projects have restricted it to 1 person, some (like the Apache Directory project - of which I am a PMC member) have every PMC Member enabled to spread the word... Some PMC feel the need to define strict ruling.
IMO, we're all in this boat together and the more spreading positive vibes the greater the benefit.
