start zookeeper in dcs ??

Hi,

I was trying to figure out the dcs start procedure, when I looked into 
‘start-dcs.sh’, I found below line in the script:

"$bin"/dcs-daemons.sh --config "${DCS_CONF_DIR}" start zookeeper

 Does anyone know why start zookeeper in dcs?
